Tony: The idea of “states as laboratories” has some merit but it can easily be carried too far. If health care varies too greatly from state to state it becomes a significant barrier to interstate mobility. A highly fluid labor market has traditionally been one of the key strengths of the US labor market. Read this earlier post to see how fragmentation of health care can harm it.
