If you follow the link at the very end of my story to my earlier post on “Quality of Government, Not Size . . .” you will find a complete listing of data by country for QGOV, SGOV, HFI, and LPI. If you look down that table, you will find Cape Verde, Botswana, Rwanda, and Namibia as examples of poor countries with relatively high QGOV scores. If you are careful, you should be able to locate their corresponding points on my third chart, even though they are not labeled.
