Arthur — I agree, charity can do things the state cannot. Private action is especially appropriate when there is a plurality of goals. IMO that is one of the reasons the state should be permissive toward the institutions of civil society in general, but should not try artificially to stimulate them with devices like the “charitable” deduction.
